UK Places Houthi Leaders on sanctions regulations

The annual reports on entities and individuals subject to sanctions regulations in the United Kingdom have revealed the addition of the son of the founder of the Houthi group and four other leaders of the group to its sanctions lists, alongside those already subject to United Nations sanctions.

The report, reviewed by Yemen Monitor, indicates that the sanctions include “asset freezes, targeted arms embargoes, and travel bans.” Although designated in 2024, they were added to the lists in April 2025.

First: Ali Hussein Badr al-Din al-Houthi, listed in his capacity as the Houthi Deputy Interior Minister and commander of Houthi security/police forces. He is described as a prominent member of the al-Houthi family and Ansar Allah group, involved or having been involved in activities threatening peace, security, or stability in Yemen, specifically providing support for or promoting attacks against maritime navigation in the Red Sea.

Second: Mohammed Nasser al-Atifi, in his capacity as the Houthi Defense Minister, involved and continuing to be involved in activities threatening peace, security, and stability in Yemen, specifically supporting, promoting, authorizing, or directing attacks on ships in the Red Sea.

Third: Mohammed Ahmed al-Talabi, in his capacity as Assistant Defense Minister for Logistics and Director of the Procurement Department, involved and continuing to be involved in activities threatening peace, security, and stability in Yemen, specifically through providing support for and promoting attacks against ships in the Red Sea.

Fourth: Mohammed Ali al-Qadiri, in his capacity as commander of the Houthi Coastal Defense Forces, involved in activities threatening peace, security, and stability in Yemen, specifically promoting, directing, bearing responsibility for, or participating in attacks on ships in the Red Sea. These attacks undermine the peace process and stability in Yemen.

Fifth: Mohammed Fadhel Abdul Nabi, in his capacity as commander of the Houthi Naval Forces, involved and continuing to be involved in activities threatening peace, security, and stability in Yemen, specifically being responsible for and participating in attacks on ships in the Red Sea.

These names are in addition to more than 15 individuals listed earlier under either United Nations or United Kingdom sanctions regulations.
